LIQUEFIED PETROLEUM GAS (LPG)
PROCESSING, SALES AND DISTRIBUTION
PROJECT
OUR OBJECTIVE
Almoner will have a global presence and
will be recognized as the Nigerian
premier independent LPG Marketing and
production company, through partnering
with indigenous companies and
governments on Liquefied Petroleum Gas
Processing, Sales and Distribution and
to provide qualitative and quantitative
services marched with excellence with
the World existing Afren and the Eon-ruhrgas
of Germany - the World Energy Services
Provideras well as equipments from
TechModular Inc, Miami and cylinder
production plant from Ragasco in Norway;
using International Network for the
development of Nigerian economy.
THE LPG PROCESSING PROJECT
The business plan is based on a simple
concept, which states:
• That the consortium Companies will
stop flared Gas.
• Gather into Central Processing
Facility (CPF) or storage according to
Nigerian Government’s
Gas Master plan through a pipe line
network.
• The Gas shall be processed by ALMONER
PETROLEUM & GAS LIMITED as a secondary
indigenous partner in the consortium.
• Sells the END PRODUCTS which include:
• Refined and processed Liquefied
Petroleum Gas – LPG for Commercial
Bottling.
• Lean Gas for Electricity and Co-Power
Generation
• Condensates -5+ Liquid Light Naphtha
for sale as Gasoline blend stock or Gas
to Liquid
• Base Feedstock for the Plastic
Industries
• As well as Solvents for the Paint and
Chemical Industries.
We are currently in the process of
fulfilling the relevant Government’s
requirements on permits after the
project was presented to the Honourable
Minister of State for Energy, Gas of the
Federal Republic of Nigeria, on the 12th
of February 2008 for an application to
obtain:
• CONCEPTUAL APPROVAL
• APPROVAL TO CONSTRUCT AND
• A LICENSE TO OPERATE
• A 5 million standard cubic feet per
day (mmscf/d) Integrated Liquefied
Petroleum Gas (LPG) Processing
• Multi National LPG Commercial Bottling
Plants for Distribution
• Co-Generation Power Back-up Plants in
Nigeria.
Conceptual Studies Presentation with the
Ministry Of petroleum Resources (DPR)
for the Conceptual and other approvals
are ongoing, while Government other due
process is also being taking into
consideration.
EXECUTIVE SUMMARY
A project report has been prepared for
presentation to the Petroleum Resources
Directorate (DPR) of the Ministry of
Petroleum Resources for an application
to obtain a Conceptual Approval,
Approval to Construct and a License to
operate a multiple 5 million standard
cubic feet per day (mmscf/d) Natural Gas
Gathering and LPG Processing Plant
capacity, Custom-designed LPG Processing
Plant to be located in the South Eastern
Nigeria of the Central Processing
Facility. The project shall be known as
THE ALMONER LPG PROJECT.
A project Report has been prepared which
addresses the initial requirements of
Petroleum Resources Department (DPR) of
the Ministry of Petroleum Resources to
grant Almoner Petroleum & Gas Limited (APG)
approval to submit a preliminary
feasibility study and make an
application for the granting of a
Production license to operate a brand
new multiple 5 million standard cubic
feet per day (mmscf/d) Natural Gas
Gathering and LPG Processing Plant
capacity, Custom-designed LPG Production
Plant at a chosen site in the South
Eastern Nigeria of the Central
Processing Facility (the Eongas and
Afren location for feed). The project
shall be known as THE ALMONER LPG
PROJECT.
THE LPG PROJECT will consist of a brand
new 5 million standard cubic feet per
day (mmscf/d) Natural Gas Processing
Plant to produce a Liquefied Petroleum
Gas (LPG), LPG storage facility for feed
and Marine LPG Tankers (for WET GAS
EXPORT) at the chosen site in South
Eastern Nigeria as well as LPG
A project Development business plan is
presented herein which provides a steady
income stream from the day Almoner
receives an approval from DPR and up
until the day the Processing Plant is
commissioned and License to operate.
It is also anticipated that the DPR
would assist in obtaining from the
Ministry of Petroleum Resources, LPG
allocation for local distribution and
approve the business conceptual plan
designed for achieving the objectives of
this project. Almoner intends to start
retailing LPG to consumers where payment
will be made in Naira and effective at
the point of sale in Nigeria, that is on
“cash and carry” basis.
Almoner project capitalization strategy
provides a fully funded Natural Gas
Processing Project without needs for
Sovereign Guarantee but Political risk
Insurance may be required. A Natural Gas
Processing Plant cost is estimated at
between US$ 300,000,000 and US$ 500,
000, 000 depending on the feed location
for Units of a brand new 5 million
standard cubic feet per day (mmscf/d)
Natural Gas Processing Plant,
Custom-designed LPGas Production Units.
This will give a product slate of:
• Refined and processed Liquefied
Petroleum Gas – LPG for Commercial
Bottling
• Lean Gas for Electricity and Co-Power
Generation
• Condensates -5+ Liquid Light Naphtha
for sale as Gasoline blend stock, Base
Feedstock for the Plastic Industry and
Solvents for the Paint and Chemical
Industries and make profit while
carrying out these functions.
The major coverage areas in the
Niger-Delta are the Calabar water ways
and Creeks. However, this report
concentrates its efforts in winning over
DPR to agree to some good locations of
our choice in the field data gathering
and Environmental analysis in our Scope
of Work.
GAS GATHERING AND PROCESSING PLANT
Procurement, Construction, Testing and
Commissioning of 5 million standard
cubic feet per day (mmscf/d) LPG
Processing Plant. It will have capacity
to produce LPG for commercial bottling
and Lean Gas suitable for use in power
generation. The Plant is expected to be
skid mounted and come complete with
Liquid Recovery, Field Compression
Systems, Control Panel, LPG Storage,
Power Generation and Pre-Engineered
Control Building, etc.
The plant will be capable of gathering
Raw Natural Gas being flared from
wellheads / flare-heads and piped into a
holding tank. The Gas will then be
processed to remove impurities and
separated into components such as
Propane and Butane as shown below.

FUNDING STRATEGY
The funding strategy can be implemented
as a combination of capital investment,
lease and project finance. The project
development is designed to take place in
stages and the capital investment; lease
purchase and project finance will be
required also in stages. A capital
investment of about US$ 1 million is
required to see the project through to a
stage where the income stream from the
marketing of LPG from our storage will
produce the funds required for the
construction of the brand new 5 million
standard cubic feet per day (mmscf/d)
LPG Processing Plant and the detailed
engineering work required for the design
and construction of the plant.
TAX REGIME
PIONEER STATUS: There will be a Five to
Seven (5 - 7) years Pioneer Status from
the Federal ministry of Industry. This
allows an income tax free regime for
business stability. It is anticipated
that these would lend credence to the
viability of the proposed Natural Gas
Recovery project.

FINANCIAL CAPABILITY
Almoner has been in business for the
past decades with lump sum of financial
commitment. However, the company is
going through re-capitalisation and hope
to be financially sound that handlings
of projects which require large sum of
money will not be a problem.
